Top 10 Legislative Directors

Legislative Directors are often hunkered down in the Leg pit and set the tone for how the back-office runs. Staffers take note of who does this well.

Meet CNCT Readers’ choices for the Top 10 Legislative Directors on the Hill…

Will Smith is an essential asset in developing Rep. Nicholas Langworthy's legislative agenda and, according to his colleagues, the office wouldn’t function without him. Most of Will’s political journey revolves around Doug Collins, who he worked for as a policy staffer before joining his Senate campaign. Since coming back to the Hill, Will has spent his time working for new members and offering policy perspectives as a Hill veteran.

Jen Curt, like many of us, got their start on the Hill as an intern. After working as a Body Person, then Legislative Assistant for three years, Jen spent a year as the Director of Government Affairs with the Campaign for Trauma-Informed Policy & Practice (CTIPP). Jen returned to the House for their current position, where they have been working as the Legislative Director for Rep. Maxwell Frost for a little over a year.

Kevin Petroccione is a Georgia guy through and through. He grew up outside Atlanta and attended Kennesaw State. He made his way to D.C. in 2016, working for GA Senator, Johnny Isakson. Leading up to Isakson’s retirement, Kevin joined the National Labor Relations Board as a Congressional Liaison before making his way back to the Hill. He returned - this time on the House side - working in policy and eventually worked his way up to LD for Rep. Mike Collins in early 2023. His colleagues describe him as a kind-hearted leader who truly cares about his coworkers.

Robert Julian has just about done it all! Since starting in political work, he’s worked on the Hill as a Legislative Intern, Staff Assistant, Press Secretary, and Communications Director - just to name a few. Now, Robert is the LD for Rep. Sylvia R. Garcia with rich experience in communications, too! Robert’s colleague writes: “ … his management style and kind demeanor have truly made working in Congress a joy, and he cares deeply for each of his team members.

Ashlee Bierworth is not only the LD for Rep. Mariannette Miller-Meeks, she is also a dedicated mentor and support system for her office’s younger staffers. Most of her Hill career, Ashlee worked in policy for Rep. Guy Reschenthaler. In 2023, she got called up to the LD listserv, a promotion her colleagues describe as “well-deserved.” Ashlee is described as “[going] the extra mile to mentor young staffers and ensure they have the tools necessary to succeed in [the] office.”

Mark Crowley leads by encouraging the personal and professional growth of his policy team and making sure the office is ripe for collaboration. Although he already served Senator Jerry Moran in several capacities - including General Counsel on the Senate Veterans’ Affairs Committee - Mark returned to work for him in his personal office in January 2023 as LD. Since then, he’s shown off his knowledge of the law and the legislative process. His colleagues are grateful for his patience under pressure, and his quick wit.
